Basically, it’s as if you got a US number (with unlimited outgoing calls to the US and Canada) that you can use wherever you have an Internet connection. So for incoming calls, the same rules would apply as if the other person were calling any normal US number. magicJack does not directly give out Canadian numbers at this time, and the Canadian resellers have been rather shady so far.
You could also consider Skype for free computer-to-computer calls across the world.

If I give an MJ to a family member and they start calling other countries with the MJ, who is responsible for the charges? Me who activated their MJ or them who made the call? Just don't want any hidden charges since I will not be in control of the device.

I think that long distance calls have to be prepaid with the magicJack, so they wouldn't be able to make such calls unless they added money to the account.

I bought my magic jack in Canada.
At the very first time of registration and choosing a number, i was offered a canadian number for an extra cost of 10 USdollars. I now have a canadian number and when I travel my family calls me on this number

Hi!
I may be stupid for asking this but I just bought a magic jack. I paid the extra 10$ to have a canadian number. I am leaving on Monday for the United Kingdom. Will I still be able to use this phone and phone number for my family and friends while I am there? Will they only be able to call me or can I call them too? Help!

Your magicJack should act the same no matter where you are using it (unless there are firewall issues and it simply can't connect at all).

In such a case, I would say no. You could also check out Skype — in your case their plans are cheaper.
