if you go to a koodo shop, they should have the answer, i work at a koodo store and if you travel anywheres in canada there is no roaming charge nomatter where you are. If you're local to toronto let say, and you go to halifax & call someone in halifax, it'll be local. but if anyone calls you, either from halifax or toronto, it'll be long distance.
To sum it up, wherever you are is going to be local, but if you're outside your local area, any incoming calls will be long distance for whoever is calling you (you never get long distance charges from incoming calls).
