I have another plugin that was successfully translated into Slovakian using UTF-8. Of course, that is a completely different plugin, but I certainly used the same principles to develop those plugins and haven't used any odd characters that might throw things off.

Although you declared that your script could be translated but indeed it's not. when changing the charset encoding of the "custom_anti_spam.php" file to utf-8 to be able to translate phrases to utf-8 ... the whole blog goes crasy and you get error when trying to log in the blog which prevents you from logging in saying

Warning: Cannot modify header information - headers already sent by (output started at /home/moscd/public_html/arabslibrary/wp-content/plugins/peters-custom-anti-spam-image/custom_anti_spam.php:1) in /home/moscd/public_html/arabslibrary/wp-login.php on line 12

so , is there a solution?
