        	        	<description><![CDATA[<p>Perhaps there is a certain permission or incompatibility with the "insert" statement.</p>
<p>However, you can create the default rules manually.  If you have a program such as phpMyAdmin, you can simply create 1 empty rule with rul_type of "all" and 1 empty rule with rul_type of "register".</p>
