<p>Sounds like you're trying to give users extra permissions. This plugin only handles redirects, and does not alter any permissions. In other words, you don't seem to be doing anything wrong with the plugin itself, but you need a different plugin to accomplish anything other than the redirect.</p>

Log out as admin<br />
Log in as the user<br />
The user is redirected to the correct page, not the dashboard as this is not required.<br />
Click on site admin<br />
Get the following message = You do not have sufficient permissions to access this page.<br />
